A Note on Economic and Content Regulation in Broadcasting and Communications

Paper for the DTI. In the debates surrounding the Communications White Paper and subsequent
legislation, a key issue is whether the regulatory architecture should separate
out or integrate economic and content regulation. This note argues that: the economics of broadcasting and communications is critically
dependent on the form of content regulation; the most appropriate institutional structure is to have a single
regulatory body which incorporates both types of regulation; within a single regulatory authority, the different types of regulation
(and the skills required) can be recognised through a structure of directorates for each.
