The White Paper, Security of Supply and Environmental Policy

Published in Oxford Energy Forum, August 2003. The White Paper, 'Our Energy Future, Creating a Low Carbon Economy', published by the DTI in February 2003, represents a radical departure in energy policy. It commits the government to a 60% reduction in CO2 emissions by 2050, and hence
paves the way for the replacement of an overwhelmingly carbon-based energy sector
to a non-carbon one.
