Review of the DTI's Structure, Priorities and Business Support

DTI carries out one of the widest ranges of functions of any Whitehall department. Most of these span across British industry (and hence can be considered as 'horizontal' functions). Others are industry or sector-specific (and are therefore 'vertical' functions), notably energy and telecoms. This submission sets out the case for concentrating on the former, and dealing with the latter through an arm's-length structure. It makes specific recommendations as to how this might be effected for the energy activities of the DTI.
